Workforce Synergies

El Concilio California’s Workforce Synergies Department partners with individuals, families, employers, and local governments to strengthen economic vitality across the region. We provide workforce training, education, and supportive services that help adults and transitional age youth gain skills, access employment, and build long-term stability.

Workforce Development with Real-World Impact

Guided by a Housing-First / Work-First approach, our work focuses on engaging, educating, and uplifting learners through career pathways, education, and wrap-around support that leads to a better quality of life.

Workforce Synergies supports both job seekers and employers by aligning education, training, and support services with the evolving needs of the regional economy.

Through partnerships with local governments, businesses, and community organizations, we help reduce barriers to employment, housing instability, and economic inequity.

Health Access

Access to coverage should not be confusing or overwhelming.

The CalWORKs Case Management Unit supports CalWORKs participants in meeting employment service requirements while working toward long-term stability and self-sufficiency.

Our CalWORKs 2.0-based approach emphasizes:

  • Intensive, wrap-around case management

  • Customer-led goal setting

  • Flexible, strengths-based support

  • Alignment with employment and education goals

Participants receive individualized guidance designed to help them meet program requirements while addressing barriers that impact employment and family well-being.

Education that supports work, life, and civic participation.

Computer Literacy

Builds practical computer skills for work and everyday use, including basic computer functions, Microsoft programs, and social media tools. Instruction is hands-on and adaptable for beginner through advanced learners, including ESOL participants.

The Community Education Unit provides accessible learning opportunities that help adults and transitional age youth build essential skills for work, school, and daily life.

Citizenship Preparation Courses

A free 12-week program offering application assistance, test preparation, and tutoring for individuals pursuing U.S. citizenship, available in English and Spanish, online and in person.

High School Equivalency Preparation

Provides state-aligned preparation courses through certified partners to help adult learners work toward a high school equivalency credential and advance their education or career goals.

Financial Literacy

Helps individuals understand budgeting, saving, credit, and debt through free, easy-to-follow courses offered in partnership with local financial institutions.

Digital Literacy

Covers essential digital skills such as internet use, professional communication, apps, and online safety. Offered in English and Spanish for adults, transitional age youth, and older adults.

The Career Pathing Unit focuses on developing workforce programs that respond to regional business needs while creating meaningful employment opportunities for adults and TAY.
