CalWORKs Case Management
CalWORKs Case Management Unit
The CalWORKs Case Management Unit supports CalWORKs participants in meeting employment service requirements while working toward long-term stability and self-sufficiency.
The department’s CalWORKs 2.0-based CCM Services program uses an intensive, wrap-around case management goal-achievement framework focused on helping people set and achieve goals. The approach shifts from directive case management to customer-led case management while taking into account families’ strengths and the obstacles they face.

Career Pathing Unit

Adult Education & Small Business Supports
Community Education Unit
The Community Education Unit’s programs address the unique and evolving needs of individuals and communities by providing adults and transitional age youth with the knowledge and skills necessary to participate effectively as productive citizens, workers, and family members.
Computer Literacy
The agency’s computer literacy curriculum is designed for teaching computer skills, Microsoft programs, and social media awareness to adult learners. Adaptable for beginning, intermediate, and advanced learners, the curriculum uses visual aids, practical application, and performance-based assessments, making it appropriate for ESOL learners as well as English speakers.
Digital Literacy
El Concilio California’s digital literacy program covers hardware, software, internet connection and mechanics, professional communication, social media, apps, and internet safety and security. A culturally and linguistically competent adaptive curriculum is available in both English and Spanish for adults, transitional age youth, and older adults.
High School Equivalency
In partnership with certified providers, El Concilio California makes high school equivalency preparatory courses available at selected community centers. All courses are in accordance with State of California guidelines.
Financial Literacy
El Concilio California partners with local financial institutions to provide free financial literacy education. Courses break down complex financial concepts into easy-to-understand units covering budgeting, saving, credit, debt, retirement planning, and more.
Citizenship Preparation Courses
El Concilio California’s free 12-week Citizenship Preparation Courses provide help with citizenship applications, test preparation, and individual tutoring. Classes are conducted online and in person and are offered in English and Spanish.
Small Business Forum
El Concilio California’s Small Business Forum provides business education, technical assistance, networking, access to capital resources, marketing guidance, financial literacy, permitting support, and culturally responsive coaching for small business owners and aspiring entrepreneurs.
